| THE 10% RULE JUST GOT EASIER The TSA TOOLS Critical Areas Module is a spreadsheet application for stormwater management ( SWM ) design on projects that are within the Maryland Chesapeake Bay Critical Area Intensely Developed Area ( IDA ). Projects in the IDA must meet the 10% Rule which requires a 10% pollutant reduction in stormwater. Depending on the project, meeting the 10% Rule is often difficult. TSA TOOLS takes care of the numbers as you focus on the site plan. Using the Chesapeake Bay Critical Areas Commission worksheet format, the spreadsheets compute the pollutant reduction requirement, facilitate the site design with automated BMP sizing in accordance with the Maryland stormwater management regulations, and allows for offsite BMP retrofits.
