Employee Spotlight: Joseph Bowser, CBLP

SMC’s Inspection Department is comprised of a team of hardworking professionals that take our inspection work very seriously and do an amazing job keeping our clients’ stormwater facilities in proper working condition. Because of this talent, we are shining our Employee Spotlight on Project Coordinator and Senior Inspector, Joseph Bowser, CBLP.


Prior to delving into the environmental sector, Joe worked for many years in the construction industry in a variety of capacities, and developed a strong expertise in the field. Joe then went on to pursue a degree in Earth and Mineral Sciences at Penn State University. While there, he was awarded two highly competitive internship opportunities – one for the U.S. Forest Service compiling wildfire research in Lassen Volcanic National Park, and another at NASA Goddard Space Flight Center working in collaboration with UMBC’s Joint Center for Earth Systems Technology. Joe graduated from Penn State and developed a strong interest in stream restoration and green infrastructure stormwater management, perhaps influenced by his inspiration pulled from the “Father of National Parks”, John Muir – a pioneer in ecology and biogeography and environmental advocacy. Joe was drawn to SMC with the prospect of furthering his experience with respect to these areas as it ties into the construction field. He loves knowing that the work he is doing makes a difference in terms of environmental health and cleaning up the Chesapeake Bay Watershed.


Joe serves as a vital resource on our inspection contracts, relaying communication between our Inspection Team, various maintenance subcontractors, and DEP associates, as he coordinates underground and aboveground inspections of stormwater BMPs. He is also responsible for office work as it relates to inspection reports, invoices, and numerous other tasks. With the many hats he wears, Joe’s assistance keeps our inspection projects running as well oiled machines. Joe also conducts the training of our inspectors and keeps our team in compliance with all requirements and regulations.


Joe was born and raised in York, Pennsylvania, and after a few years living across the country, he returned to York to plant his own roots with his fiancee and three young children. Joe enjoys a variety of outdoor activities including golfing, disc golfing, paddle boarding, and skiing; and likes spending quality time with his family at home tackling home improvement projects and tending to his garden. Joe exercises his green thumb outside the home as well as he’s been involved with a number of community garden programs over the years, including Sprout of Hope, whose mission is to provide free, healthy, locally grown produce to those less fortunate within the community.
